Position Summary: As a Government Contract Capture Manager, you’ll build a pipeline of winnable federal contracts, pursue those contracts to closure and build the team to deliver these results consistently while growing over time. You will be part of the executive leadership team of a growing and well positioned professional services company. You will have full support and collaboration of the founder, technical staff and access to the resources, contract vehicles and past performance of a “mentor” company in the SBA “Mentor-Protege” program.

Responsibilities

  • Maintain a viable pipeline aligned with current and projected company NAICS, size standards, certifications, and past performance qualifications


  • Planning, directing, and controlling all activities related to the capture effort for assigned Logistics proposals and task order response proposals on complex, high value opportunities until contract award


  • Assist in creation and management of capture plan and win strategies


  • Determine the base operating costs to perform the scope of work


  • Collaborate and negotiate with stakeholders and drive a compliant solution within the price to win


  • Brief/update BD Pipeline as required demonstrating effective support of annual growth objectives


  • Assess probable competition and evaluates relative strengths and threats -- conducts Black-hats, competitive scenarios


  • Negotiate teaming agreements, proposal phase design service agreements and design subcontracts with other engineering and construction entities


  • Monitors the status of the work at the group level


  • Comply with all Government and corporate policy, procedures, and guidelines


  • Evaluates performance of all group members


  • Research through the FOIA process competitor strengths/weaknesses and know how they sellagainst us

Qualifications

  • Secret or higher clearance preferred, but applicant must be willing and able to apply for DOD Secret


  • BA/BS (Systems Engineering, Computer Science, Business, or a UX/Design Related Major)


  • A minimum of 5 years of Capture Management experience with proven capability to execute a capture strategy and win pursuits


  • At least 10 years of relevant working experience with demonstrated experience in finding, developing and winning large scale enterprise solutions


  • Must be able to establish rapport and be a trusted advisor to IT Professionals, Technical Decision Makers, Business Decision Makers, and Executives


  • Experience with Project Management, systems or business analysis, solution architecture, go-to-market strategy


  • Ability to perform decision making under uncertainty


  • Experience with management of small and large teams
